1. Welcome - review of agenda

3. Further consideration of compressed Scheme E1
Site Issues
- Study done in late 90s to address storm water run-off related to the building of the Community Center. Need to work with the DEP pretty soon to figure out what they will let us do relative to storm water run-off.
- Would cost a couple of million dollars to move the water from the other side of Highland Avenue through a different route (down Evans Street)
- Will have to do a DEP permit for the entire site including the Community Center and the Auditorium.
- DEP permitting is a huge undertaking - should schedule initial meeting with DEP soon
- 2005 standards for treatment are more stringent than those in place when the Auditorium and the Community Center were built.
- Could make the current detention pond deeper - may not have been made deeper originally because they hit ledge - could blast the ledge.
- Can research using pervious asphalt rather than impervious hard surface.
- Have asked the Surveyor to come back and look at the areas related to the storm water drainage.
- Harriman will have additional conversations with the City staff to determine if there might be federal or state funds to assist with this.
Building:
- Further compacting
- Discussion of salvaging the annex foundation
- Could use for cafeteria and kitchen
- Would consider the elimination of a new gym and the reuse of Beal Gym
- Want to investigate this reuse of annex on a more theoretical level at this point – want to continue to work on the compacting scheme.
4. Next Steps
i. Further consideration of preliminary cost estimates
ii. Agenda items for next meeting (October 26)
At next meeting will have estimates for a further compressed E1 scheme - will have some additional ideas for getting closer to a total cost of $40M but won't necessarily have cost estimates for these.
Next meeting: October 26, 2006 from 6.30-8.30 p.m. in the South Portland High School upper cafeteria.
5. Other
Department of Education - State Board of Education formed a group to look at re-evaluating the rating system for school construction. This appears to be driven by interest in providing incentives for consolidation. The direction to the group is to do this in 3 weeks.
