Present: Dennis Welch, Dave Brochu, Carrie Hall-Indorf, Wendy Houlihan, Dan Cecil, Jake Viola, Coral Sandler, Steve Bailey, Ralph Baxter, Jr., Ralph Baxter, Megan Welter, Maxine Beecher, Mark Reuscher, Jeanne Crocker, Molly Aldrich, Craig Roberts, Kevin Woodhouse, Eric Potvin and Polly Ward.

1. Welcome - review of agenda

2. Approval of Minutes from August 17, 2006

  • Approved

    3. Develop Scheme E1

  • Have taken the E1 scheme and drawn every room and space to fit the concept.

  • First draft of E1 was larger than the plan developed for the facilities study
    • Between now and 10/5 will work to compact the proposed E1.

  • 1930s building - budget draft provided
      Option 1
      • Renovate existing wing gypsum plank roof - full of asbestos
      • Should remove the roof if want to renovate
      • Hallway structure in the wing has gypsum block with asbestos in it - also should be removed

      Option 2
      • Replace - same amount of square footage

      Option 3
      • Replace - reduce square footage

  • Cost thoughts
    • Everyone was asked to crystal - ball the amount of money that the community might be willing to spend to renovate/replace the High School. Most people grouped around $40M.

  • When should we recommend that the referendum take place - Wendy asked the committee to think about this.

  • For the next meeting, Harriman will compact the E1 scheme to the size needed and develop some potential costs.

  • For the next meeting or the following one, Harriman will develop a plan that could be built for approximately $40M.

  • Next meeting October 5, 2006 from 6.30-8.30 p.m. in the South Portland High School Library

  • Maxine Beecher
    • Impressed by the decision to thoroughly study this project

    • Debt service - asked Rob Coombs how much the City owes and on what - if $500,000 bond passes in November, 2006 - debt will be less than 1%.

  • Dan has been talking with Jane Eberle about arranging for a group of students to go to Harriman Associates and observe the work being done on our project as well as to provide input on the student perspective.
