2. Consideration and action to approve the application to become a "Readiness Partner" with the Maine Readiness Campaign.

4. Consideration and action to approve a new Board of Education Policy JLC - South Portland Student Wellness Policy.

5. Consideration and action to approve State/Local EPS Funding Allocation. That the City of South Portland appropriate $26,221,812 for the total cost of funding public education from kindergarten to grade 12 as described in the Essential Programs and Services Funding Act and that the City of South Portland raise $21,799,735 as the City’s contribution to the total cost of funding public education from kindergarten to grade 12 as described in the Essential Programs and Services Funding Act in accordance with the Maine Revised Statutes, Title 20-A, section 15688.
Explanation: The City’s contribution to the total cost of funding public education from kindergarten to grade 12 as described in the Essential Programs and Services Funding Act is the amount of money determined by state law to be the minimum amount that the municipality must raise in order to receive the full amount of state dollars.

6. Consideration and action to approve Non-State Funded School Construction and Renovation Debt Service. That the City of South Portland raise and appropriate $2,269,050 for the annual payments on debt service previously approved by the voters for non-state-funded school construction projects, the non-state funded portions of school construction projects, and minor capital projects, as listed below, in addition to the funds appropriated as the local share of the City's contribution to the total cost of funding public education from kindergarten to grade 12.
Explanation: Non-state-funded debt service is the amount of money needed for the annual payments on the City’s long-term debt for major capital school construction projects and minor capital renovation projects that are not approved for state subsidy. The bonding of this long-term debt was approved by the voters of the City as follows:
Skillin Elementary School Addition and Renovation, approved by voters on November 5, 1991
SPHS Auditorium/Cafeteria Construction, approved by voters on November 8, 1994
Elementary Schools Construction and Renovation, approved by voters on November 6, 2001

7. Consideration and action to approve Additional Local Funds. That the City of South Portland raise and appropriate $7,485,417 in additional local funds, which exceeds the State's Essential Programs and Services funding model by $905,138.
The Board of Education recommends $905,138 for the following reasons:
City Council Resolve #1-04/05 returning new state aid to education to the taxpayers
Pension Obligation Bond Debt Service, approved by voters November 4, 2003
Co-curricular costs not recognized by Essential Programs and Services
Replacement of Box Truck
Explanation: The additional local funds are those locally raised funds over and above the City's local contribution to the total cost of funding public education from kindergarten to grade 12 as described in the Essential Programs and Services Funding Act and local amounts raised for the annual debt service payment on non-state-funded school construction projects, non-state-funded portions of school construction projects, and minor capital projects that will help achieve the City's budget for educational programs.

8. Consideration and action to approve a Total School Budget Summary. That the City of South Portland authorize the Board of Education to expend $40,172,950 for the fiscal year beginning July 1, 2006 and ending June 30, 2007 from the City’s contribution to the total cost of funding public education kindergarten to grade 12 as described in the Essential Programs and Services Funding Act, non-state-funded school construction projects, additional local funds for school purposes under the Maine Revised Statutes, Title 20-A, section 15690, unexpended balances, tuition receipts, state subsidy and other receipts for the support of schools.
