May 11, 2006

MEETING NOTES

These notes were prepared by Polly Ward to the best of her understanding. If you find any inaccuracies, please contact the Superintendent of Schools Office at 871-0555 within one week after receiving the notes.

Present: Dave Brochu, Carrie Hall-Indorf, Dan Cecil, Ellen Brasier, Maxine Beecher, Steve Bailey, Randy Martin, Ralph Baxter, Jr., Mark Reuscher, Coral Sandler, Kathy Germani, Molly Aldrich, Megan Welter, Dennis Welch, Craig Roberts, Ralph Cabana, Jake Viola and Polly Ward.

1. Welcome - Review of Agenda

  • Steve reviewed the revised agenda

    2. Approval of minutes from April 27, 2006

  • Approved

    3. Square footage comparison of Annex / No Annex with cost projections

  • See next item on the agenda

    4. Comparison of ANNEX / NO ANNEX schemes

  • Studies
    • On 5/16 test pits will be dug on foundation of annex and connection area of annex with this wing. S. W. Cole will be back to do this - need to know what is underneath this part of the building.
    • Need to look at the top of the Annex piles to see if there has been decay - they are wooden piles.
    • Also looking at ground water.

  • Annex
    • No bracing system in this building as you would expect to see - this will require a lot of structural upgrades
      • Apparently does not meet current seismic code

    • Look at roof framing done when Annex was re-roofed
    • No firewalls in the Annex building
    • Looking to see if it would be possible to put a 3rd floor on the annex.

  • Soils
    • Debris buried on site
    • Soil under parking lot is awful - 4' of peat on top of marine clay
    • There is ledge up where the tennis courts are
    • The best soils are at the top of the hill but would have a ground water issue

  • Comparison between plan with Annex and plan without Annex
    • About $1.1 million saved to demolish the annex and rebuild as in the earlier plan, therefore it is more expensive to keep the annex.
    • Annex plan is about 32,000 sq. feet larger than the replacement because the annex is inherently less efficient
    • Demolition numbers are within $50,000 of each other

  • Won't have a situation in which saving the annex saves a significant amount of money

  • The estimated cost is increased from the study due to increases in site costs, increased cost of construction since 12/05.

  • Site Plans
    • Meeting with Dana Anderson - he was very cool to moving the tennis courts to the City Park
    • May be able to move the tennis courts up against the border of the Church and Nutter Road, rebuild and reconfigured softball field, keep the field hockey field as Kevin wanted it.
    • If want to change the orientation of the softball field, would switch field hockey and softball field
      • May be needed - will check with Kevin

    • Marching band practice site currently where the proposed tennis courts are.

  • Unanimous view of the Committee is not to keep the Annex.

    5. Update of other meetings and Space Allocation Workbook meeting

  • Dan requested the committee members review the Space Allocation Workbook for the next meeting.
  • Dave Brochu said that we dont need a laundry

    6. Feedback and Preferences

  • Committee re-confirmed desire to move cafeteria to suggested space in No Annex plan.

    7. Next meeting May 18, 2006 from 6.30-8.30 in the SPHS Library
