Present: Dave Brochu, Steve Bailey, Ralph Baxter, Sr., Mark Reuscher, Ralph Baxter, Jr., Dennis Welch, Wendy Houlihan, Ralph Cabana, Carrie Hall-Indorf, Dan Cecil, Jeanne Crocker, Nancy Carroll, Polly Ward.

1. Welcome and review of agenda

2. Approval of minutes from October 13, 2005 meeting

  • Approval
  • 3. Review and feedback from community forums

  • Have had five community meetings thus far
  • 4. Planning for community forum November 2, 2005

  • Wendy has sent about 190 letters inviting people to this meeting
    • She has also put information about the forum on an email listing that Michelle Sturgeon maintains
    • Sue Mooney has put this on City web site

  • Wendy asked for volunteers from the Committee to attend the 11/2/05 Forum
  • Wendy asked Dave and Dan to be at the forum
  • Suggestion that the forum be filmed and shown on Channel 3
    • Would be helpful to have microphones in the audience and for the speakers
    • May want to invite the candidates for School Board

    5. Other

  • Met with the Department of Ed, Scott Brown, to talk about State funding and timeline on 10/27/05
    • There will be no applications accepted for major capital projects next summer
    • The next applications will be accepted in 8/07
    • New school funding formula would mean that since we are at the maximum mil rate, the State would pay 100% if we were approved for a school construction project

  • Carrie suggested getting a sense of how our projects might do on the rating system
  • Dan will be in contact with Scott Brown about some of the questions that have been raised
  • Wendy and/or Polly will go on the DOE web site to try to get the rating scale and ask for copies of applications for projects that didn't rate high enough to be funded in this round, e.g. the 14-17 rated projects
  • Dave will project maintenance needs for the three schools over the next 3-5 years
  • Ralph Cabana suggested keeping a record of efforts to communicate with the public about the community meetings and the attendance at each
  • Next meeting: November 10, 2005 from 6:30-8:30 in the SPHS Library
